The development of Chiness forestry is imbalances , the less forest in densely populated areas, the more in remote and mountain areas. The level of information is rather backward, and even some units are still in the manual management. The current establishment of systems are standalone version, resulting data can not be fully sharing, such as duplication of data collection, and building a database , which can not meet at this stage forestry production management and the macro-control requirements. In recent years, with the prevalence and rapid development of WebGIS technology ,it has changed the traditional GIS model, so that people operate heterogeneous geographic data through the network is objectively possible.This system is on ESRI’s ArcGIS Server9.0 platform, and make ues of JSP, Java, JavaScript, HTML technology.The system took the sample of Tahe Forestry resources, and improved functionality in the GIS client so that users can Enquiries information resources, and plots the thematic maps based on the forest resources. For the characteristics of spatial data and storage requirements of the data management, the system make use of distributed database and the technical proposals of ArcSDE combened with Oracle9i, so that users can centrally management all the system data from the internal unity, for the management of spatial data and attribute data and the seamless connectivity, including spatial data and non-spatial data.The paper is divided into five chapters. Chapter 1 is introducing the topic on the source of significance, and that the research of the thesis. The second chapter describes the WebGIS at home and abroad as well as development on distributed technology in WebGIS application of theoretical basis. The third chapter describes the database design, spatial database engine technology applications, as well as examples of use, and theoretical basis of management on WebGIS to utilize distributed spatial database data. Chapter IV presents a development platform for enterprise-class Gls ArcGISServer development and correlative critical technologies. The final chapter introduces on the background of the system, ensemble system design programmes, and system implement technology.The research results: Based on ArcGIS Serve and Orcale 9i spatial database to set up an enterprise GIS system . and summed up the key technologies of development of distributed WebGIS system. Based on this, it devised and developed the investigation system of forest resources in Tahe FDA, which solved the data of realms spanning and the sharing of services, and then achieved the unified management and maintenance in interior organization systems of business activities.
