With the continuous deepening of opening up, China’s food and agricultural products export develops at a high rate. In recent years, in order to safeguard national interests and ensure food security and food imports, various countries gradually raise the access threshold, which makes a higher requirement of the export food quality and security management. How can we build a more perfect food quality and safety management information systems, and further promote and apply it, in order to prevent the export from the root causes of food quality, food safety incidents, and to increase safety and credibility of food production supplied by social enterprise, it is an new issue placed in front of the inspection and quarantine officials.The export food quality and safety management systems, through the establishment of a computer database management system, effectively resolves the large amounts of data recording, storage, query, calculation, analysis and processing of export food production, processing and management, and provides a good basis for decision making for export food producers, managers, and national macro-management. The system, fully taking into account of manufacturing enterprises self-control, inspection and quarantine supervision and consumer demand for quality and safety, has the inspection and quarantine supervision, inspection managers and exporters and overseas customers four subsystems constitutes. The inspection and quarantine subsystem, has 11 management modules, enterprise management, base management, process management, and self-controlled, retrospective management, residue monitoring, early warning management, supervision and management, policies and regulations, video management, statistical analysis; Export enterprise subsystems has 6 modules, corporate information, the base information, automation systems, early warning management, policies and regulations, pesticide information management; Overseas customers subsystems has 4 modules,exporting countries, transport information, packing information, the base information management. Through the effective operation of various management modules, and a reasonable convergence, the system makes the sharing of information resources possible, and effectively solves the current food and agricultural products of export production and processing management, quality and safety control and inspection and quarantine supervision in areas such as the prominent problems, and effectively improves the regulatory effectiveness, enhances the quality and safety of export food and agricultural products management level.In this paper, requirements analysis, system design and implementation, testing, and several other broad areas, discussed in detail the implementation process of export food quality and safety management system. The system is built to produce standardized, comprehensive, effective model of export food quality and safety management, makes the whole process management from raw material cultivation, processing, storage and transportation, testing, monitoring, and trace, and ensure that export food and agricultural products should abide by the principle of "regulate accurately, keep things under control, superviseand manage effectively ", effectively guarantee the quality and safety of export food and agricultural products, promote the food and agricultural products export.
