Geographic Information System (GIS) has entered a new brand stage with the rapid development of the Web technology. The geographic information can be more open and popular to the public, industries and departments because of the combination of the Web technology and GIS technology. WebGIS, which is created as an important development orientation in GIS field, is introduced daily works as valuable exploration and attempt in urban information construction. GIS research based on Web will realize the integrate management and resource sharing for data information located in variety position, which has become principal research aspects in GIS. Therefore, GIS software providers supply many tools for developing WebGIS application systems. The ArcGIS Server which belongs to ESRI is the one of the products which have the most powerful function.In this paper, the construction technology, principles and methods of WebGIS based on ArcGIS Server have been analyzed from a point of the conception, features and method of WebGIS; the technologies in the processing of exploitation based on ArcGIS Server are discussed in this paper, and finally the system, which is named the Shenyang Information Inquiry System, is built.(1) The theoretical basis of WebGIS is researched in this paper, which include the strategy of WebGIS based on server, the strategy of WebGIS based on client and the mixed strategy of server and client;(2) The two optimizing methods of ArcGIS Server in this paper, which are map cache and pool-service model;(3) ArcSDE which is used to save the spatial data into the Oracle and manager the spatial data is researched in this paper;(4) Ajax which is used to achieve the exchanging of the asynchronous data between the server and client.
