In recent years, accidents of river pollution especially those paroxysmal ones occur with the characteristic of high frequency、huge ruins and uncertain causation, which are known to be potentially harmful to human or ecosystem health at very low trace levels. At the present time, people have explored to deal with the emergency of river pollution by dint of introducing the function of spatial database management and the function of spatial analysis of Geographic Information System(GIS) technologies, which work effective. Being restricted by external factors, traditional GIS technologies are inadequacy as far as application in an emergency of river pollution is concerned. It is significant for emergency management to explore and utilize GIS technologies on the base of traditional usage, and to make it more effective、practical and systemic.The system selects Yalu river which is an international river as research object. The system is developed based on GIS platform with powerful spatial functions, by applying object-oriented technology, database technology, geographic information system(GIS)theory, remote sensing(RS)theory.This paper starts with the basis function and characteristic of GIS technologies, then represents its application and advantages in water source management field in details. The information of Residential areas ,administrative areas, natural reserves, well-fields, monitoring cross-section, traffic, water system have been collected and organized by da ta-base, realizing the function of data browsing, data querying , data inserting, data de leting and data updating.This paper introduces a method of spacial data on RS technology, making valley information being abstracted. In the aspect of data editor, the main functions of the map operation are as follows: the layers can be controlled; the location and attribute information of spatial characteristics can be acquired in the map. Through the investigation, this paper shows the various kinds of dangerous chemicals that may threaten the safety of the water quality of Yalu river, discusses and analyzes the possible pollution that these chemicals may bring to the water of Yalu river and eventually searches for an emergency system that used to react to this kinds of urgent water environmental pollution and contamination.
