From the viewpoint of the software engineer, this paper made some discussion and research toward the current field situation and the oretical techniques of Geographic Information System. Combined with the Web technology and GIS technology, it also described the analysis design stage and the application process in detail in terms of the background of the Mobile Familial Affection Management System.Taken the electronic maps of cities’ or regions’ as the operation management object, this system of B/S structure is established by the platform of ASP.NET. In addition, the Web site at the web application server end adopted the style of distributed deployment frame, using the mechanism of Ajax asynchronous communication and map caching service to improve the speed of pages response. The client users don’t have to install any other software component and can realize the function such as information query, page bwowse and so on according to visinting the website of server. Users use this Mobile Familial Affection Management System can realize a train of module effects, such as map zoom, maps pan, real-time allocation, fixed-time allocation, route replays, region alarm, system interposes etc. That is to say, it could provide custom-made, security, convenient, intimate communication services to such families that have children or old parents, to some extent the feasibility and practicability of WebGIS application in civil field has been demonstrated.
